Since the passage of the Bayh-Dole Act in 1980, researchers at universities can patent and commercialize their inventions even when the research leading to those inventions received federal funding. The passage of Bayh-Dole is estimated to have led to a ten-fold increase in patent commercialization, and has contributed to more than $1 trillion dollars in GDP growth. Today, however, Bayh-Dole, and all of the scientific and economic benefits it has brought, is under threat: the Biden administration is considering reclaiming ownership of patents in an effort to curb prescription drug prices.
Panelists will discuss the past, present, and future of the Bayh-Dole Act from their perspectives in the policy world of Washington D.C., a private sector firm developing cutting edge pharmaceuticals, and from Purdue University itself.
