A century-old federal law known as the Jones Act requires maritime vessels carrying freight between U.S. ports to be U.S.-built, U.S.-owned and U.S.-crewed. Advocates argue the law is justified on tenuous national security grounds.
Hillberry, a PURCE faculty affiliate who has a courtesy appointment with the Daniels School’s economics department, will discuss his research estimating economic costs of the law to the people of Puerto Rico and to the broader U.S. economy. The shortcomings of using international trade restrictions to achieve national security goals are evident in this case, and offer lessons about other efforts to restrict trade on nebulous national security grounds.
Hillberry is a renowned researcher who focus areas include international trade and risk management.
